About this course
This qualification applies to people working in the maritime industry seeking an Australian Maritime Safety Authority (AMSA) certificate of competency to carry out the following duties and functions:
1. command a vessel <24 m long within Australia's EEZ
2. act as chief mate on a vessel <45 m long <EEZ
3. act as deck watchkeeper on a vessel <100 m and <3000 GT <EEZ
4. act as chief mate on a vessel <100 m and <3000 GT in inshore waters
5. undertake the duties and perform the functions of a General Purpose Hand NC and Master (Inland waters) NC
Applicants for a Master up to 24 m NC Certificate of Competency should be aware of the following eligibility requirements:
- Sea service completed on form AMSA 771:
With approved Task Book = At least 120 days qualifying sea service on a commercial vessel ≥7.5 m long, working in a deck capacity or working both in a deck capacity and an engineering capacity
Without approved Task Book = At least 360 days qualifying sea service on a vessel ≥7.5 m long (of which at least half must be on a commercial vessel), working in a deck capacity or working both in a deck capacity and an engineering capacity.
- Eyesight and Medical requirements:
Complete Certificate of Medical Fitness form AMSA 559
Complete Eyesight Test Certificate AMSA 542
- Marine Radio Operator licence
Hold a Long Range Operator Certificate of Proficiency (LROCP) or higher
- First Aid
HLTAID011 or higher first aid certificate
- Application From and Lodgement
Complete AMSA CoC Application Form via AMSA website (www.amsa.gov.au)
Lodge application and pay fee at AMSA approved Australia Post outlet (see www.amsa.gov.au for more information)

Applicant for Master 24 must be 18 or older.
Recommended entry Requirements:
Individuals intending to complete this qualification must complete HLTAID011 Provide First Aid which is not delivered as part of this course. Students can complete their First Aid course prior to or after the MAR30921 course.

Limitations to course Entry:
To be eligible for a Master up to 24 metres near coastal certificate you must:
be at least 16 years of age on the certificate issue date.
meet medical, eyesight, sea service and course requirements.
Students must be able to carry out the following activities:
- Swim with and without a lifejacket
- Carry items up to 12 kg in weight (such as fire extinguishers)
- Be able to embark, disembark and move about a vessel freely
- Be able to hear a watch ticking and meet AMSA eyesight requirements
- Be able to read, speak and understand Engish at a basic level

This qualification is required to obtain an AMSA certificate of competency as a Master up to 24 metres NC as defined in the Marine Order 505 - Certificates of Competency.
AMSA certification will require:
• Be at least 16 years of age on the certificate issue date.
• Meet medical, eyesight, sea service and course requirements. Check www.amsa.gov.au for more information.
• You need to show you have experience working at sea in a deck, or a deck and engineering capacity, on vessels at least 7.5 metres long. You must have completed either:
o 120 days on commercial vessels with a completed AMSA task book
o 360 days on commercial or recreational vessels without an AMSA task book.
• Completion of the AMSA Mandated Practical Assessment (AMPA)
• You must hold an appropriate Marine Radio qualification – LROCP as a minimum
• You will also need to hold an appropriate First Aid qualification, currently HLTAID011 Provide first aid.

Upon successful completion of this course students will be eligible to receive the Certificate III in Maritime Operations (Master up to 24 metres Near Coastal).
